Residence permit card lost or stolen abroad: which report, documents and steps matter for a replacement and a return to Austria.
A residence permit card that is lost or stolen abroad raises two questions at the same time: how the Austrian document is replaced and how the person can return to Austria with a passport. The card proves the right of residence, but it is not a substitute for a passport.
Section 19(11) of the Austrian Settlement and Residence Act, NAG, requires the authority to be notified without delay if the document is lost or unusable. On application, a document is issued again with the original period of validity and the original scope of the right. This does not create an extension or a new residence purpose.
This article is limited to a lost or stolen card abroad. It is separate from renewing an expiring permit, an expiring passport or filing a new application. If the card is found again, record the discovery and clarify with the competent authority whether the loss report has already been processed or a replacement has been issued. Do not simply use a card reported lost or stolen before its status has been confirmed.
If the passport was lost or stolen as well, you first need a valid travel document or a replacement recognised by the competent authority. At the same time, the loss of the residence card and the existing residence right must be documented. The Austrian representation and the competent authority in Austria should be told the intended route.
Copies of the card and passport help identify the case, but they do not automatically replace the original documents. Collect the registration confirmation, former decisions, card number, loss report and all travel details as well. This allows the authority to assign the replacement request more quickly.
Without immediate travel pressure, prepare the replacement request under section 19(11) NAG in full. The key items are the prompt loss report, a valid passport, a copy of the card or its data, and documents showing the former validity period and scope of the right.
If the return is already booked, contact the Austrian representation, the competent Austrian authority and the carrier before departure with the same documents. Whether a return without the original card is possible depends, among other things, on nationality, passport, route and the residence status that can be documented.
If an airline or border point requests proof, do not rely only on a card number or image. Present the passport, loss report, former residence permit data and authority correspondence and have the exact route checked. A copy alone does not guarantee carriage.
Section 19(11) NAG covers the loss, unusability and changes to the identity data on which a document is based. The loss must be reported to the authority without delay. This also applies when the card disappears abroad and the Austrian authority is located in the person's place of residence in Austria.
The replacement is linked to the former document. It is issued with the original period of validity and the original scope of the right. A replacement card therefore does not turn a temporary residence permit into a settlement permit and does not extend its previous term. A new purpose or an extension requires its own procedure.
Since the amendment published as Federal Law Gazette I No. 81/2026, an application under the second sentence of section 19(11) may, where technically available, also be filed by electronic data transmission using electronic identification. Whether the competent office offers this option must be checked in the individual case.
In a theft or an unclear loss, a report to the local police is an important piece of evidence. The date, place, document type, card number if known and circumstances should be recorded as precisely as possible. Ask for a confirmation or reference number and keep it for the Austrian authority and the representation.
The Austrian settlement and residence authority should also be informed. The competent office depends on the procedure and the person's residence in Austria. For the return journey, the Austrian representation in the country of stay is also relevant. It can explain the consular and travel-document steps, but it does not replace the NAG authority's decision on reissuing the residence document.

The right of residence and the travel document must be considered separately. The passport proves identity and nationality. The residence permit card proves the Austrian right of residence. If the card is missing, the person must make that status plausible by other means; an image or copy can help, but it is not automatically an equivalent travel document.
Whether carriage and entry are possible without the original card depends on nationality, passport, route, transit states, visa requirements and the assessment of the competent bodies. The carrier, Austrian representation and Austrian authority should therefore be given the same facts and documents. The journey should not be planned solely because the Austrian residence right has not yet expired.
The federal migration information site explains residence and settlement according to groups and residence forms. The individual route home, however, depends on the actual documents and current information from the competent bodies. Where a connection is tight, written confirmation is more useful than an assumption based on a telephone call.
The replacement request should show identity and the former card status in one coherent file. This normally includes the valid passport, a copy of the card or its saved data, the loss or theft report, the address in Austria and, where available, the last decision or authority file number.
A booking, planned return date and short chronology are useful where the card was lost shortly before travel. With a damaged card, keep the unusable document and present it as instructed. If the name or passport has changed, add the documents that explain the new identity data.
The authority must identify not only that a card was lost, but also which document and scope of right it represented. State the residence permit, card expiry, residence purpose and relevant previous changes clearly. Missing documents should be identified openly rather than replaced with assumptions.
A replacement card under section 19(11) NAG restores the documentary proof of the existing status. An extension under section 24 NAG is intended to cover a further period. A change of purpose under section 26 NAG concerns the residence purpose. These matters may arise at the same time, but they are legally different.
If the card expires while the replacement request is pending, it must additionally be checked whether an extension application was filed in time or must still be filed. The loss does not replace that application. Conversely, an extension application does not make the loss of the former card irrelevant, because identity and the existing status still need to be documented.

Finding the card after a loss report does not automatically settle whether it may still be used. The authority may already have recorded the loss, initiated a security measure or issued a replacement. The discovery must therefore be linked to the original report without delay.
Until the status is clear, do not rely on the found card as a safe travel document. Keep it, photograph both sides for your file and tell the authority whether it was damaged or merely temporarily missing.
